OPITO developed the MEMIR – Major Emergency Management Initial Response to ensure that leadership personnel can efficiently manage incidents to limit consequences and save lives.
Unlike basic safety training which focuses on personal survival, MEMIR focuses on Command and Control. The course combines theory with intense, real-time simulator exercises in a replicated Emergency Control Centre (ECC), covering core competencies:
- Situation Assessment: Learn how to rapidly gather information and interpret data during a chaotic event.
- Decision Making: Develop the ability to make critical, time-pressured decisions to protect people, the environment, and assets.
- Communications: Master the art of clear communication with the On-Scene Commander, control room, and external support agencies.

- Duration: 4 Days (Standard OPITO MEMIR)
- Certification Validity: While the initial training certificate technically does not expire under OPITO rules, industry best practice and major operators in Malaysia typically require a refresher or formal assessment every 3 years to demonstrate continued competence.
- Assessment: For OIMs, this training often leads to the formal OIM Controlling Emergencies Assessment (a separate validation of competence).
